Senior Traffic Engineer


About Trans-Hindukush Road Connectivity Project (THRCP/MOPW)

1. General Background of Project / Assignment

Improving Afghanistan’s infrastructure is essential for accelerating economic growth and poverty alleviation. Despite very significant investment during the past decade, the country requires much additional investment in transport infrastructure to ensure basic service delivery and enhance the quality of life of its growing population, and also to reduce constraints on market access, regional trade and economic growth. The functioning of Afghanistan’s economy and the country's national integration depend to a large degree on reliable road connections across the Hindukush mountain range, which stretches from the northeast of Afghanistan to the center of the country and thereby establishes a physical barrier between the two key economic regions which are also the most highly populated areas.

The Government of Afghanistan has obtained funding of US$ 250 million from the World Bank (International Development Association – IDA) to develop, fund and help manage a project to ensure reliable trans-Hindukush connectivity. . This objective will achieve through (i) rehabilitation of the 86 km Salang Pass and development of the 152 km Baghlan to Bamyan (B2B) road to become a viable alternative to the Salang Pass, and (ii) to establish suitable arrangements for the management, maintenance and operation of those two roads. The objective of this project can only be achieved through an integral project which combines the above-mentioned elements.

The THRCP project is being delivered by a government led Project Management Team (PMT) and a new Construction Supervision Unit (CSU) has been set up to undertake site supervision of all associated contracts. In parallel, the client has also appointed an international Implementation Consultant (IC) team to provide oversight and support development and delivery of the project.

On behalf of MPW, the THRCP project is seeking a qualified Traffic Engineer.

2. Purpose and Scope of Assignment

The Traffic Engineer works under the direct supervision of Engineering Manager or Senior Highway Design Engineer the Traffic Engineer will have the following duties and responsibilities:

Duties and Responsibilities

Specific responsibilities and duties include but are not limited to;

• Performs a variety of traffic engineering assignments including completing traffic analysis and studies.
• Developing and design plans and specifications for traffic signal systems, isolated traffic signals, intersection geometric improvements, and highway signing, stripping and pavement marking plans. Additional duties include quantity tabulations, QA/QC, and preparation of written reports.
• Traffic engineers will be able to analyze the environmental impact on proposed design and develop specification for the traffic engineering related design products.
• Requires working knowledge of traffic engineering design standards including ITE, FHWA, AASHTO, MUTCD and HCM.
• ITS systems planning and design, and will be familiar with fiber optic cables in traffic-related systems
• Traffic engineer will be able to do safety studies, intersection operations studies, traffic impact studies, interstate operation studies, traffic signal timing studies, traffic signal removal studies, parking analysis, bicycle and pedestrian studies, and signal warrant studies.
• This position requires an experienced and competent individual capable of successfully solving complex traffic engineering problems that require adaptation and modification of standard techniques, procedures and criteria.
• Provide guidance and instruction to less experienced staff members.
• Regularly meets and corresponds with donors or outside personnel.
• Traffic engineer will have continuous trips to project site.
• Traffic engineer will handle any other duties and responsibilities assigning to him by Engineering manager or Senior Highway design engineer.
• The candidate must be familiar and able to work on Auto Cad and Microsoft software.
• Traffic engineer must have ability to work independently as well as a part of the team.

3. Monitoring and Progress Controls

• Weekly meeting with Technical Unit for reporting on the progress and completion of works according to project requirements.
• Regular submission and updating of all designs, and technical documentation.
• THRCP/MPW Civil Servant counterparts demonstrate an increase in technical expertise and skill.

4. Final Product

• Roads are Designed in adherence to ANSA/AASHTO and/or PMT/MPW standards

5. Qualifications and Experience

a. Education

• Bachelor’s Degree in Civil Engineering.
• Master's degree in Traffic Engineering is highly desired

b. Work Experience

• At least 5 years’ experience in related Traffic Engineering.
• At least 2-year experience in a large-scale road construction project(s).
• Previous experience working in a UN project will be an advantage

c. Key Competencies

• Highly proficient in design softwares including AutoCAD and AutoCAD Civil 3D.
• Knowledge and experience in design of rigid and flexible pavements by AASHTO method
• Knowledge and experience with Road Geometric Design.
• Working knowledge of MS Office packages including Word, Excel, PowerPoint and Project
• Excellent communication skills in English both written and verbal. Fluent in Dari and Pashtu, both written and verbal.
• Strong analytical and problem-solving skills
• Proven organisational, negotiation and problem-solving skills.
• Principles and practices to broad areas of assignments.
• Ability to work long hours when needed.
• Previous consulting experience preferred.
