Non-profit making, politically independent and non-denominational, the organization is run by a Supervisory Board of honorary members under the patronage of the President of the Federal Republic of Germany. Its work is funded by private donations and public grants. Welthungerhilfe is working since the 1980’s continuously in Afghanistan and opened the first offices in 1992. Since this time Welthungerhilfe has implemented some 165 project in Afghanistan. Main fields of Welthungerhilfe intervention in Afghanistan are emergency relief, food and nutrition security, rural and regional development and water and sanitation.

Job Summary

The Logistic Officer is responsible for providing support in the various Logistic functions which include the developing, planning and designing.

Duties and Responsibilities

Main Responsibilities:

Manage the procurement of goods at the local market

Arrange for and compare quotations, according to WHH guidelines
Prepare tender documents
Prepare comparative documents
Negotiate costs and order goods
Arrange for and co-ordinate the delivery of goods
Inspect delivered materials and arrange for replacement if defective
Regularly evaluate the suppliers’ performance and search the market for alternatives
Check invoice, delivery receipts and other papers, sign and submit them for payment
Prepare delivery notes
Inform projects/programs of location and time of delivery
Keeping updated list of suppliers, construction companies approved of Economy & RRD departments.

Supervision of Mechanical Items

Identify all mechanical problems and spare parts (Generators, Vehicles, etc)
Plan & coordinate all Mechanical works
Repairs and service of office generators

Supervision of Welthungerhilfe- Fleet and Drivers

Supervise Drivers in coordination with Radio Room.
Supervise Cleaners & Cook on their day-to-day tasks.
Preparing rental cars contracts and payment follow-ups with Finance dept.
Preparing office & guesthouse contracts with the owners.
Guesthouse facility arrangement for the guests and payments procedures will be followed by finance department.
Calculate the petrol, oil, and lubricant (POL) use on a monthly basis, handle special petty cash for POL and
submit vouchers to finance department on a weekly basis
Dispatch fuel/gas to GAA office and project office
Prepare fuel quarterly report
Make sure all vehicles are always in good, clean and safe running conditions

Arrange for Transports of Goods to Project areas

Plan transport of goods in close liaison with projects
Get quotations for hiring of transport facilities
Prepare and maintain (updated) list of transport companies
Arrange transport of goods to Project areas

Coordinate the project/program office’s operations and provide logistic services

Schedule the project/programme support staffs’ duty (e.g. allocating vehicles to driver’s schedule cleaning responsibilities
Arranging needed accommodation, booking and buying of airline or other tickets.
Monitor availability of supplies (spare parts, stationary etc.) and arrange for replacement
Procure equipment up to the specified guideline amount including request for and comparison of quotations
Supervise the maintenance of vehicles and check vehicle logbooks
Ensure confidentiality regarding personnel and finances related information
Organise the provision of stationary supplies in the stock
Keep and update a day to day agenda and list of events
Update of inventory lists as per each project and office/GH.

Qualifications

Qualifications and Education Requirement:

University/college degree in Business Administration, Social Studies or relevant field;
Knowledge and 6 years of working experience as a logistic officer/Procurement officer in INGO
Be able to manage multiple tasks and responsibilities
Computer skills of Ms. Office & windows.
Good English communication and written skills.
Having pleasant & professional interpersonal skills.
