Job Summary

To support the Head of Department in the implementation and monitoring of MHCP programmes as well as the development of MHCP interventions according to ACF and international standards and national policies through
- Proposal writing and reporting
- Developing the mission strategy and MHCP programming
- Support advocacy department in line with ACF’s mandates
- Participate in external relation and coordination with nutrition stakeholders
- Supporting the different programs on Health and nutrition

Duties and Responsibilities

Mission 1: Facilitate MHCP teams at all bases to ensure highest quality of MHCP component of the ongoing programs
• Support regular field supervision and on the job visits when possible to the project areas;
• Provide technical support to the field teams and technical updates when appropriate and possible;
• Supports all sectoral HoDs in monitoring the budget and targets achieved with reference to integrated project proposals and making any necessary adjustments in consultation with the Finance Manager in the base and the Field Coordinator;
• Ensure initial and on-going training of psychosocial staff on psychosocial activities;
• Support identification of the training needs among the MHCP and other sector team members;
• Leading where needed training sessions on MHCP and delivering related topics where appropriate
• Ensure regularly scheduled project progress reviews with project managers and lead staff, providing feedback and course-corrections while monitoring effectiveness;
• In collaboration with PMs and coordinators adapt the project’s objectives/results/activities/methodology based on appropriately collected and analysed data;
• In collaboration with HoD Analyse and control the technical performance and relevance of MHCP mainstreamed, integrated and stand alone projects.


Mission 2: Monitor and coordinate programmes that include mainstreamed, integrated or standalone MHCP
- Participate in the development of the country strategy by coordinating of MHCP’s mainstreaming and integration within other departments and sectors including tools for monitoring mainstreaming and integrated protection
- Follow-up of the humanitarian situation in the intervention areas
- Participate in the planning of assessments in the new/existing intervention areas
- Contribute to the coordination between the different technical department WASH, Nutrition, Health, FSL, ERM
- Coordinate with MEAL HoD to develop information management system
- Liaison with Field Coordinators for monitoring and coordination
- Develop specific care plans for each project implementation that includes components of MHCP, disseminate care plans throughout departments to appropriate staff, and through appropriate mechanisms monitor care plans use and adaptation

Mission 3: Expand on the current integrated MHCP strategy, positioning and external coordination according ACF’s country strategy and the government strategy
- Contribute to the design and implementation of the mission advocacy strategy, including development of the nutrition but not limited to objective setting, key messaging, and stakeholder analysis.
- Ensure with HoD that the technical protocols, manuals, guidelines and forms used in the field are in line with ACF and international (IASC, Sphere) validated technical tools and guidelines and when available and possible, with national guidelines
- Participate in the skills development of colleagues in other partner organisations
- Co-produce quality reports of project activities for both internal and external circulation diffusion;
- Identify with PMs and other DyHoDs needs relative to MHCP in Afghanistan, coordinate needs assessments on MHPSS and child and maternal care practices and/or collect information on the humanitarian situation;
- Propose MHCP technical advocacy themes on the mission;
- Support the mainstreaming of protection across all departments
- Contribute to integrated proposal writing in collaboration with other departments including all supporting documentation where appropriate e.g. supporting Gender Analysis.

Mission 4: Support the HoD for sound participation in external relation and coordination with respective nutrition stakeholders

- Represent ACF in different clusters and technical working groups, also all meetings indicated by the HoD
- Participate actively in clusters meetings (health and nutrition) and provide necessary input to support the partners technically
- Participate to any other task in relation to the specific programs and representation
- Participate to the elaboration of MOU for ministry and different partners
- Coordinate with PND, support liaison officer on ministerial relation
- Coordinate with different implementing partners (IP BPHS, DoPH) at Kabul and provincial level and participate in meeting them as requested.

Skills

- Strong computer skills, specially data analyses software
- Good communication skills – verbal and written ( English and National language)
- Independent, critical mind and pro-activity
- Flexibility and organization
- Ability to work with a team
- Experience in training (master trainers)

Qualifications

- Under-graduate in Psychology or bachelor degree in relevant field
- At least 2 years of field experience in mental health reflecting management role
