Governmental officeThe Ministry of Public Works (MPW) is responsible for the planning, monitoring, maintenance and development of the various transport infrastructure projects such as Roads, Bridges, Culverts, Railway and Airport in the government of the Islamic Republic of Afghanistan. Therefore to enhance the capacity to strengthen its ability to deliver effective, efficient and transparent services in MPW the Human Resource Directorate wishes to recruit the following staff on contract basis from development Budget for the Ministry of Public works.

Job Summary

Monitor and keep track of project progress and is responsible for the measurement and evaluation of variations in the work during the contract, for agreement of interim payments and the final account.

Duties and Responsibilities

• Monitor and keep track of project progress and is responsible for the measurement and evaluation of variations in the work during the contract, for agreement of interim payments and the final account.
• Responsible for reviewing the plans and specifications on projects, prepared by technical team, and creating the final detail takeoff or Bill of Quantities (BoQ) required for construction in line with the design and technical specifications requirements for completeness and accuracy.
• Track changes to the design and/or construction work and adjusting budget projections accordingly.
• Understanding finance management / Cash in, Cash out flow.
• Making sure that construction costs and production are managed as efficiently as possible.
• Control all stages of projects within predetermined time, cost, quality and value the work done on site.
• Analyzing completed work and arranging payment to contractors.
• Pricing of variation claims.
• Site visits, assessments and projections for future work.
• Liaise with the client and other construction professionals, such as site managers, project managers and site engineers.
• On-going cost and quantity analysis of construction work.
• Resolving disputes between contracting parties.
• Quantification of variation as per revised drawings.
• Review and check the BOQ prepared by contractor.
• Regular submission and updating of all quantity breakdown and BOQs.
• Weekly meeting with Technical Unit for reporting on the progress and completion of works according to project requirements.
• Perform quantity comparisons and report on quantity changes.
• Perform any other duty in line with these ToR’s as directed by the Head of Project Management Department.

Travels to Provinces

Require Travels to Provinces


• Good level proficient in engineering software (AutoCAD, AutoCAD Civil 3D, Bentley MX Road D).
• Good computer skills in operating MS Windows and MS Office programs.
• Demonstrated ability to training and build capacity of counterparts.
• Proven organizational, negotiation and problem solving skills.
• Be able and willing to travel to all provinces within Afghanistan, including insecure and volatile areas.
• Must able to deliver at least 400km/year road BOQs with complete quantity breakdown.
• Must able to review 100Km/year BOQs of outsource survey and design.
• Must able to prepare 50km/year roads site specific structures drawings.
• Proficiency in English, Dari and Pashto (Reading, Writing and Speaking).
• Self-discipline, integrity and ability to work under pressure to meet tight deadlines.
• Strong communication and interpersonal skills, ability to work with high levels staff and functions within the organization.
• Ability to work independently and as part of a team, accept responsibility, and be extremely discrete with sensitive information.
• Must have the ability to work effectively in a fast-paced, stressful environment. In addition, must be flexible and willing to perform other duties.

Job Requirements:

• NTA (4) years’ experience and bachelor’s degree in relevant field Civil engineering, Road construction only
• Proven background in similar positions.
• Must have some technical knowledge.
