Private Sector FP/MNH Implementation Advisor

Palladium seeks an experienced local Private Sector FP/MNH Implementation Advisor for the USAID funded Afghanistan Helping Mothers and Children Thrive (HEMAYAT) project. HEMAYAT is a five year $60 million cooperative agreement to support the introduction, scale-up and sustainability of high impact reproductive, maternal and newborn health interventions in Afghanistan. The goal of the HEMAYAT program is to increase utilization of high quality family planning, maternal and newborn health (FP/MNH) services through the introduction and scale-up of gender-sensitive, culturally appropriate, and cost-effective, high impact FP/MNH interventions that strengthen and enhance existing primary care services provided through the Basic Package of Health Services (BPHS), Essential Package of Hospital Services (EPHS), and the private sector and increase demand for these services.

The HEMAYAT project focuses on achieving measurable impacts in addressing preventable maternal and newborn mortality in Afghanistan’s five key population hubs; Balkh, Herat, Kandahar, Kabul and Nangarhar. Along with increasing coverage of evidence-based high-impact interventions (HIIs) for maternal and newborn survival, HEMAYAT will apply lessons learned from successes of the Saving Mothers Giving Life (SMGL) model to address the most critical gaps in the ‘three delays’ linked to maternal deaths. Specifically, Palladium will serve as the private sector conduit for increasing learning and knowledge sharing between a wide range of HEMAYAT partners, increasing the availability and quality of private sector services and institutionalizing evidence-based interventions.

Job Summary

The Private Sector FP/MNH Implementation Advisor contributes to the overall public-private coordination and building of sector relations. Additionally, the role will build the capacity of the private sector to comply with high impact interventions to improve quality of services and provide guidance in implementing the Performance Monitoring and Evaluation Plan.

This position will report to the project Senior Health Advisor or Project Director based in Washington, DC.

Duties and Responsibilities

 Identify partnerships with PHS facilities in the five key population hubs that increase accessibility to FP/MNH services.
 Advise HEMAYAT on overall PHS requirements, business realities, care practices and limitations.
 Understand PHS needs and necessary adaptations to HEMAYAT approaches to implement within the PHS.
 Engage PHS service providers on the development of training and capacity building exercises.
 Lead high-impact intervention mentoring and capacity development in the PHS facilities.
 Strengthen PHS data management and use to support tracking of evidence-based, high-impact interventions.
 In conjunction with the HEMAYAT team, conduct quarterly reviews of partnered PHS facility FP/MNH health services and outcomes, strengthening accountability mechanisms.
 Establish a system of recognition for PHS facilities and communities for achievements in addressing FP/MNH needs.
 Partner with BPHS implementers and private sector providers to increase their capacity to deliver key evidence-based interventions, increasing the involvement of communities and professional associations in quality improvement, and assisting local partners in identifying new approaches to enhance the quality of services.
 Facilitate learning and sharing of best practices between BPHS NGOs, PHS, and community groups.
 Work closely with the MoH Directorate of Private Sector Coordination (DPSC) to facilitate communication between the public and private sectors.
 Assure the HEMAYAT Performance Monitoring and Evaluation Plan is implemented with private sector facilities.
 Advocate for PHS interest within the public sector.
 Coordinate other activities, as identified, with the PHS.
 Provide timely updates to the project leadership and contribute to the project reporting as required.
 Assume other responsibilities and activities, as requested by the Senior Health Advisor or Project Director.


 Afghan citizenship, currently living/working in Kabul or another major Afghan city.
 Ability to speak, read and write in English and Dari/Pashto.
 Excellent communication skills.
 Medical Doctorate or other advanced clinical degree.
 Minimum of 10 years of relevant experience.
 Familiarity with MS Word, MS Excel, MS PP and other basic office software.
 Experience working in the private health sector.
