About MOIA

The Afghan Ministry of Interior fulfils a role of crucial functions to strengthen civilian protection, the rule of law and security in Afghanistan. These include:
- Enforcing the Rule of Law
- Fighting corruption by strengthening transparency and accountability
- Ensuring police professionalization and capacity building of MoI staff
- Respecting human rights and enhancing the relationship of police and public
- Protecting Afghan borders
- Promoting women’s participation in the police
- Coordinating amongst Afghan National Security Forces (ANSF) and judicial entities
- Managing Afghan National Police ( ANP) structural reviews and the stationing of police forces
- Countering the illegal production and trade of narcotics.

Job Summary

As an entry level Budget and Finance Specialist for Finance and Budget Department is responsible to preparing budget formulation and budget execution financial documents. Budget and Finance Specialist is also responsible to enter financial data into the designated accounting systems, prepare reports, conduct analysis, conduct meetings, and distribute reports.

Duties and Responsibilities

1. Prepares budget formulation based on program budgeting methodology.
2. Prepares financial plans for assigned responsibility for MoI based on approved budget and according to the ministry of Finance guidelines.
3. Coordinates with other MoI Departments to facilitate budget execution of expenditure of funds for assigned area of responsibility.
4. Prepares analysis of execution performance and expenditure reporting.
5. Prepares, and monitors financial plans and cash flow projections
6. Coordinates with HQ MoI Budget Office and Accounting Office
7. Assist in correcting any errors in coding the accounting classification codes.
8. Prepares monthly/quarterly/annual financial reports in accordance with Afghanistan Laws, Ministry Of Finance, and Donor Agreement.
9. Computerizes financial information.
10. Resolves financial issues within the required timeframes established.
11. Saves financial data using electronic and manual filing system.
12. Processes financial payment in accordance with Afghanistan Laws and Ministry of Finance guidance and polices.
13. Prepares analysis on actual and projected payment and budget information.
14. Performs other duties as assigned

Skills

To be familiar with Afghanistan Financial System, budget based on Program, fully familiar with chart of account, and AFMIS, expenditure coding.
• Have knowledge/experience in working with computer Microsoft Office programs, such as: word, excel, power point, access, and outlook.
• Fluency in one of National Language and English.
• Must be an Afghan Citizen.
• Must not suffer from any chronic illness.
• Must not have Criminal Records.

Qualifications

• At least Bachelor’s Degree in Finance and budget, Economics, and Management.
• Able to understand the accounting and administration issues and fulfill the accounting affairs in computer and manual system.
• Applicable experience- at least three years works experiences in related fields.
